Plan for Nelscott Pressure Gravity Main Installation  

We are making tremendous progress on the Nelscott Pressure Gravity Main Improvement Project and can finally see the finish line ahead. Installing and upgrading the infrastructure that transports wastewater to the treatment plant is no small task, but crews have been making significant strides throughout the project area.

The Nelscott Pressure Gravity Main Improvement Project will replace aging water and sewer infrastructure in the Nelscott area. Construction began in Summer 2025 and will continue through Summer 2026.

This critical infrastructure improvement project includes the replacement of approximately 1,900 feet of water and sewer main lines. Work will continue along SE High School Drive, in front of Taft Elementary-Middle School South, and then proceed east along SE 48th Place.

Please Note: SE High School Drive will be closed beginning at the end of the school year and will remain closed for the duration of construction during Summer 2026.

Residents, businesses, and visitors are encouraged to plan accordingly and follow all posted detour and traffic control signs.

This critical investment in Lincoln City's water and wastewater systems will provide reliable service for years to come. As construction continues, we appreciate the patience and support of residents, businesses, and visitors affected by the work.

NE Neptune Street Improvement Project - Under Construction 

Project Plans: NE NEPTUNE DRIVE (NE 63RD TO NE 66TH) REBUILD

Construction is currently underway on the NE Neptune Street Improvement Project. The project area extends along NE Neptune Drive from NE 63rd Street to NE 66th Street and includes improvements designed to enhance roadway function and drainage.

As part of the project, crews will install approximately 900 feet of mountable curb along NE Neptune. These improvements will help better manage stormwater runoff while improving the overall operation and longevity of the roadway.

Traffic Impacts

Please be advised that traffic patterns on NE 63rd Street, NE 66th Street, and NE Neptune Drive will be affected as construction progresses. Motorists, residents, and visitors should expect periodic delays, lane restrictions, and construction activity throughout the project area.

The NE 36th and NE Quay Generator Installation project is now under construction. This work includes building a retaining wall, installing a concrete equipment pad, and setting a new backup generator. Once operational, the generator will supply emergency power to the site’s water pumps during electrical outages, helping maintain reliable water services to local residence. 

For safety and construction access, NE Quay will remain closed for the duration of the project.

Spring Lake Water Pump Station Project – Construction Beginning Soon

The Spring Lake Water Pump Station Project has been approved and is scheduled to begin construction in the coming months. The project will include construction of a new CMU water booster pump station, along with all associated mechanical and electrical systems. In addition, the project will deliver site improvements and roadway frontage upgrades to support long‑term reliability and community infrastructure needs.

 SPRING LAKE PUMP STATION

 The Spring Lake Distribution Project will include the construction of approximately 725 linear feet of 16-inch HDPE water main and the installation of 1,365 linear feet of 12-inch PVC water line. This new infrastructure will connect the existing service main to the new Spring Lake Pump Station, improving system reliability and service capacity in the area.

Construction for this project is scheduled to begin in Summer 2026.

Crosswalk Beacon to Holmes Road Waterline Relocation Project Plans

This project is currently scheduled to begin in Fall 2026. Additional project information, schedules, and construction updates will be provided as they become available.

The Crosswalk Beacon to Holmes Road Waterline Relocation Project will relocate approximately 8 inches of water main infrastructure along the project corridor. This work is necessary to accommodate an upcoming Oregon Department of Transportation (ODOT) improvement project that will construct a new storm drainage system and sidewalk along the east side of Highway 101.

Relocating the existing water main in advance of the ODOT project will help ensure the successful completion of both projects while maintaining reliable water service to the surrounding area.

Lincoln City is currently in the process of upgrading water metering to a wireless radio-read system.  This replaces the manually read meters currently in use, most of which have been in use for nearly 30 years.

This includes over 10,000 water meters, with work scheduled to occur in 4-5 phases from spring of 2023 to summer of 2026

As of March 2025, meters within Lincoln City, south of D-River, had been replaced with new meters and radio equipment.  As zones are added to the new billing system you may receive updates, notifications, and new information on your water billing.

The 3rd phase of meter installation, from D-river working north, is planned to start Summer of 2025.
