The Nelscott Pressure Gravity Main Improvement Project replaces aging water and sewer infrastructure.  This project started the Summer of 2025 and will continue the Summer of 2026. This infrastructure improvement will replace approximately 1900 Ft of Water and Sewer lines.  The project continues in front of Taft Elementary-Middle School South on SE High School Dr and then Turns East on SE 48th Place.  The Following Map lines out the impacted area.  

Please Note: High School Dr will be closed at the end of the school year for the duration of Summer of 2026.

SE Mast Water Line Project Notification

Contractors will be installing approximately 980 feet of 12-inch water main from Lee Reservoir to SE Port Avenue as part of the SE Mast water line project.

Spring Lake Water Pump Station Project – Construction Beginning Soon

The Spring Lake Water Pump Station Project has been approved and is scheduled to begin construction in the coming months. The project will include construction of a new CMU water booster pump station, along with all associated mechanical and electrical systems. In addition, the project will deliver site improvements and roadway frontage upgrades to support long‑term reliability and community infrastructure needs.

 SPRING LAKE PUMP STATION

 The Spring Lake Distribution Project will include the construction of approximately 725 linear feet of 16-inch HDPE water main and the installation of 1,365 linear feet of 12-inch PVC water line. This new infrastructure will connect the existing service main to the new Spring Lake Pump Station, improving system reliability and service capacity in the area.

Construction for this project is scheduled to begin in Summer 2026.

SPRING LAKE DISTRIBUTION PROJECT

The NE 36th and NE Quay Generator Installation project is now under construction. This work includes building a retaining wall, installing a concrete equipment pad, and setting a new backup generator. Once operational, the generator will supply emergency power to the site’s water pumps during electrical outages, helping maintain reliable water services to local residence. 

For safety and construction access, NE Quay will remain closed for the duration of the project.

NE 36th AND NE QUAY GENERATOR PROJECT

TRAFFIC CONTROL PLAN NE QUAY CLOSURE

This Project is out to bid.  The Bid Due date 6/18/2026.  We plan on this project starting in July, 2026.

This Project will install a new water main, sidewalk, and storm line along Hwy 101 from N 33rd St to NE Holmes Road.  This page will be updated after 6/18/2026.

Holmes Road Pump Station Upgrade is underway.  This project will increase the station's capacity to pump sewage more efficiently.  Crews are lining the wet well and pipes to reduce stormwater infiltration and inflow, improving overall system performance.  Additionally, a new alarm system is being installed to quickly alert Lincoln City Public Works crews of any issues requiring attention.  

The project is expected to be completed by the end of February

Please Note: The Holmes Road Boat Ramp will remain closed for the duration of the project and will reopen as soon as paving is complete.

NE Neptune Street Improvement Project – Scheduled for July 2026

Construction on the NE Neptune Street Improvement Project is planned to begin in July 2026. The project area extends from NE 63rd Street to NE 66th Street and includes installation of approximately 900 feet of mountable curb along NE Neptune. This curb will support improved drainage and enhance overall roadway function.

NE NEPTUNE DRIVE (NE 63RD TO NE 66TH) REBUILD

Lincoln City is currently in the process of upgrading water metering to a wireless radio-read system.  This replaces the manually read meters currently in use, most of which have been in use for nearly 30 years.

This includes over 10,000 water meters, with work scheduled to occur in 4-5 phases from spring of 2023 to summer of 2026

As of March 2025, meters within Lincoln City, south of D-River, had been replaced with new meters and radio equipment.  As zones are added to the new billing system you may receive updates, notifications, and new information on your water billing.

The 3rd phase of meter installation, from D-river working north, is planned to start Summer of 2025.
