Phase 1 SE 51st Water Line Installation is underway. Crews have made significant progress on the installation of the new 12-inch water line along SE 51st. The new water line will replace old aging infrastructure and improve service reliability.

Please expect traffic delays along SE 51st as construction continues thru the end of January. We anticipate at least one additional planned utility water shutdown after Thanksgiving. Once scheduled, we will notify affected areas at least 48 hours in advance. 

We appreciate your patience and apologize for any inconvenience as we work to complete this project.                                                                                                              

Lincoln City is planning to reconstruct SW 10th Street, from the beach to SW Ebb, and SW Ebb, from 9th to 10th.  This work will include drainage & landscaping improvements along the western edge of the project.

Letter to Property Owners (3-5-2025)

The NE 58th St Roadway is planned for reconstruction & repaving, with the addition of a curb & storm system to serve the road.

Work will be bid for construction in summer of 2025, with construction the following fall or spring.

The Neotsu Boardwalk project is funded in partnership with the Confederated Tribes of Siletz Indians, the Oregon Department of Transportation (ODOT), and the City of Lincoln City to construct a multi-use pathway along Highway 101.  The 10' wide path will stretch from West Devils Lake Road to the Neotsu Post Office and connect with a 578-foot section of boardwalk. 

The Neotsu Boardwalk Project is part of Lincoln City's overall Walking and Biking Plan. The construction began in June of 2024 and the project is set to be completed January of 2025.  The cost of the Neotsu Boardwalk project is $5.73 million.

The Ester Lee Pump Station Improvements are scheduled to occur in phases.

The first phase, replacement of the force main, was completed in spring of 2023.

The second phase of construction, replacement of the physical pump station building and installation of a stand-alone-generator, is slotted to be completed in spring of 2024.

The city is also working with Oregon State Parks and Recreation to construct a new emergency vehicle beach access during pump station construction.  If the permit is granted this construction would take place summer of 2024

Temporary traffic calming measures are planned on NE Logan Road, from the State Park to NE 73rd St.

The temporary speed humps being installed are intended to slow traffic during high volume times and are a place holder until further study and a decision on permanent traffic calming measures can be implemented under the urban renewal area.

The city plans to install speed humps along NW Jetty, between NW 21st and NW 28th St.

Traffic calming measures existing on NW Jetty north of this area but currently do not extend along this portion of the road.

Work is expected to start in Mid-June and be complete before 4th of July.

Through traffic will be directed to use NW Keel during this time.

The SE 3rd St Sidewalk Project will add an ADA compliant sidewalk on the north side of SE 3rd Street from Hwy 101 to SE Neptune Ave. Work is slated to start in the Spring of 2015.  More information will be available closer to the start of construction.

This project has been completed 8/2025.   

The Holmes Road Sewer Project will replace a section of sewer pipe that was found to be offset.  This emergency project was expedited after a sewer inspection discovered 1/3 offset pipe.  The Public Works Department is taking a proactive approach to fix the pipe before the pipe becomes ruptured.  This project is to start as soon as possible.     

K&E Construction has completed this project December of 2024.  The Sidewalk along NE West Devils Lake Road had uplift causing the sidewalk to be uneven.  We were able to fix these sections and ensure a safe walking path along NW West Devils Lake Road.  

NE West Devils Lake Sidewalk which is part of the Head to Bay Trail is in need of major repairs. Crews are scheduled to start work on the damaged sidewalk on 10/21/2024.  The work primarily is between NE 26th St to NE 35th St on NE West Devils Lake Road across from the Samaritan North Lincoln Hospital. 

Baywalk Sidewalk Project Phase 2 was completed August of 2024.  

The Baywalk sidewalk project, Phase 2, installs sidewalk from the Schooner Creek bridge to the Siletz bay pullout (constructed in 2018).  This completes the last sidewalk gap between the Taft and Cutler City neighborhoods.

Work is funded by the Oregon Department of Transportation and Lincoln City's Urban Renewal Department, and is expected to be completed by spring of 2024.
