Water and Sewer utility service is provided by the City of Lincoln City. If you would like to open or close your account or make changes to your existing account or have questions about your account you can fill out the form below which will be emailed to the Finance Department.

In our ongoing efforts to better serve the community, the Lincoln City Finance Department has partnered with Xpress Bill Pay, the premier provider of online bill payment systems to provide secure online payment services for your Water and Sewer Bill payments. Xpress Bill Pay also offers a free iPhone App and Android App to make payments easier. You don't need an account and can checkout as a guest when paying your bill.

Xpress Bill Pay Setup Instructions

Click on the Xpress Bill Pay icon above, then click the "New Users" link and follow the instructions to setup an account. If you don't want to create an account you may pay as a Guest.

You can utilize Xpress Bill Pay to pay your bill. You can create an account utilizing a valid email address to create an account. Follow the instructions on the screen to fill in your user information and create your own password. The "Add eBills" option will appear. Follow the instructions on the screen to add Lincoln City to your Xpress Bill Pay Account and to add your utility bill(s) to your account. Or, you can pay your bill as a Guest.

You will be able to view and pay your bills online at any time if you create an account. Otherwise, you can still pay your bill as a guest without creating an account.

If you are already signed up with Xpress Bill Pay, you can log in with your Email address and password after clicking the link above then clicking the "Existing Xpress Bill Pay Users" link. If one or more of your Lincoln City water/sewer bills have not already been added to your existing Xpress Bill Pay account, go to "Add New eBills" and follow the instructions to add your utility bill(s) using your account number(s) and last name. If paying a court fine, you can find your citation account by entering either the citation number or case number.

Liability Statement

The City of Lincoln City is not liable for service disruption or ensuing reinstatement fees if you receive a shutoff notice and do not advise the Finance Department that you have paid electronically. Please call the Finance Department at 541-996-1211 right away if you are paying online to prevent a delinquency turn-off or to get your water service restored.
